On September 1, 2022, the President of the Republic of Kazakhstan, Kassym-Zhomart Tokayev, at a joint meeting of the chambers of the Parliament, addressed to the people of Kazakhstan “A Fair State. One Nation. Prosperous Society”.

Kassym-Zhomart Tokay outlined the course of political modernization and economic reforms in the country to ensure equality of opportunity and justice for all.

A special role in the new Address is given to:

– QUALITY AND ACCESSIBILITY OF EDUCATION – extension of differentiated grants and concessional loans for education at 2-3% per annum; creation of endowment funds at universities for stable and guaranteed financing of science and innovation.

– SUPPORT FOR YOUTH – coverage of about 100 thousand young people with various employment measures, in particular, the extension of preferential microcredit for youth entrepreneurship; the launch of a new program “National Fund for Children”, which will allow deducting 50% of the annual investment income of the National Fund to special savings accounts for children until they reach the age of 18.

The President emphasized that in our society it is necessary to cultivate the values ​​of hard working and professionalism in order to strengthen our sovereignty and the competitiveness of the younger generation.

In conclusion, Kassym-Zhomart Tokayev spoke about the need for a new mandate of people’s trust for the successful implementation of reforms and proposed holding snap elections in the autumn of 2022 with the limitation of the President’s mandate to one term of 7 years without the right to re-election.
